RFP - FBO DEVELOPMENT

 

 The City of El Dorado Kansas is requesting qualifications for individuals with experience in aeronautical service to lease a maintenance facility located at the City of El Dorado, Captain Wilbur Jack Thomas Memorial Airport El Dorado, Kansas for a fixed base operator (FBO). Deadline for submission is 2:00 pm, Central Standard Time, August 14th, 2009.  The City may reject any and all Proposals and waive any informality in the responses received. El Dorado airport is located at 1485 Southeast 30th Street.  With EQA being approximately three miles southeast of El Dorado, and 25 miles to the northeast of Wichita, Kansas, El Dorado Airport is in the perfect location for growth of the aviation community.

 

The airport terminal building was constructed in the early 1980s, and is approximately 1, 972 square feet.  The structure houses airport administrative offices, a Fixed Base Operator (FBO) Customer service counter / office, a waiting lobby, vending machine and restroom facilities.  The terminal building is centrally located immediately north of the main aircraft apron.  The building has been well maintained, and is considered to be in good condition.

 

Hangar facilities at EQA consist of 4 conventional hangars and two T-hangar Structures.        The first T-hanger facility provides 15 individual storage units.  The hangar has a total of 18, 107 square feet of storage space for single or twin engine aircraft.  The second T-hangar facility consists of four individual hangar units, totaling an aircraft storage area of 4, 532 square feet.  All hangars are owned by the City of El Dorado, except one of the conventional hangars owned by Petersons Performance Plus, Inc.  Of the remaining 3 Conventional hangers, there is a "Round Top" hanger, a Maintenance hanger, and a Painting hanger.  The "Round Top" hanger is approximately 6, 479 square feet.  The Maintenance hanger is approximately 12, 238 square feet.  The Maintenance hanger contains an office area, a supply room, a workshop, as well as a loft.  The last conventional hanger is the "Paint hanger", which is approximately 2, 184 square feet.

 

The airport has an underground fuel storage facility located between the terminal and main aircraft apron.  There are two 3, 000 gallon capacity tanks containing Jet A and MoGas, and One 6, 000 gallon tank that contain 100LL.  The City of El Dorado is currently installing a credit card terminal to support self service fuel for 24 hour access.

  

There are two intersecting runways at El Dorado.  Runway 4-22 is a 4, 204 ft by 75 ft made of asphalt.  Runway 15-33 is made of concrete and is 4, 200ft long by 75 ft wide.  A Precision Approach Path Indicator (PAPI) is available for nighttime operations.  High Intensity Runway Lighting (HIRL) is available for all runways and taxiways, which are pilot controlled.  GPS approaches are available for every end of each runway.

 

The taxiway system at EQA consists of two non-parallel taxiways.  The 35 feet wide concrete taxiway for Runway 15-33 is connected on the Runway 15 approach end.  Runway 4-22 has an asphalt taxiway that is 30 feet wide and also connects to the main apron.  Asphalt turnaround areas are provided on both ends of runway 4-22, and a concrete turnaround is located on the Runway 33 end. 

 

EQAa aircraft apron is approximately 1, 100 square yards, and provides eight tie-downs.  The apron is southeast of the terminal.  El Dorado is currently in the design phase of re-constructing the apron, and is anticipating its first phase of reconstruction to begin in 2010.

 

Items to be considered in the proposals should include, but not limited to liability insurance requirements, utilities, inventory of fuel and oil, aircraft tug equipment, and a courtesy car.  If applicable, aircraft rental, maintenance, instruction and charter should also be addressed.  The applicant shall also include a statement of past experience and qualifications.
